Proposed Regulations:

Cancel all antlerless Elk LEH hunting opportunities in the Kootenay Region

Rationale:

Elk populations are surveyed in the East Kootenay every 5 years to update population estimates and composition (i.e. bull:cow and calf:cow ratios). A stratified random block survey completed in January 2018 in the East Kootenay Trench (MUs 4-02 to 4-04, 4-20 to 4-22, 4-24 to 4-26) estimated a population of 6970 elk (90% confidence interval of 6003-7937), which is below the management target of 8,500-11,300 elk (Stent et al. 2018). Increased antlerless harvest reduced the population from 2009-2012 but cow harvest rates were greatly reduced in 2013 and the population continued to decline.

Survey results from the East Kootenay Trench in 2018 suggest elk populations are 32% below population targets and a reduction in antlerless harvest is needed until populations recover.
