Change season dates from Sept 20-Oct 31 to Sept 20-Nov 30

Rationale: 

To harmonize with the Kootenay Region's Mountain Goat LEH seasons and the Okanagan Region's other Mountain Goat LEH season (Similkameen), which extend to the end of November, and provide hunters with the opportunity to harvest mountain goats with thicker and longer coats that grow during the late fall.

This season change would also enable hunting to occur during the breeding season (rut), which coincides with animals of both sexes grouping up. This would provide hunters an opportunity to compare female mountain goats (nannies) and male mountain goats (billies) in the same group and potentially reducing the frequency of female goats being harvested.
