Rationale: 

Morris Lake is a very small lake (~6 ha) located in the Agassiz area. It is fed by Weaver Creek and flows into the Harrison River. Due to its small size (i.e., more like a large pond), steelhead are very vulnerable to capture. There have been multiple reports of both incidental and targeted captures. The lake has a catch and release only fishery for wild trout and there is no hatchery augmentation of steelhead for the system; therefore, a single barbless hook and bait ban is proposed to minimize harm to wild steelhead and cutthroat trout populations. 

Additional Information: 

No specific surveys were conducted. These are standard gear and bait restrictions that that align with the management of catch and release only fisheries, especially where fish are at increased vulnerability (i.e., deeper/smaller pockets where fish tend to stack up before moving further upstream).
