Rationale: 

In recent years (2013-2017), the resident hunter (RH) allocation for moose harvest in 6-07 has been fulfilled during the general open season (GOS) and has resulted in the calculated number of allocated LEH authorizations be consistently lower than the current Range of Authorizations (ROA) allows. Accordingly, reducing the minimum ROA from 25 to 1 will allow for the flexibility to adjust the LEH authorizations available to reflect the calculated number to ensure resident harvest does not exceed allocation.

In addition, the neighbouring population unit, Bulkley Valley Lakes District (BVLD), was estimated in 2018 to have a bull ratio of 24 bulls: 100 cows, which is below the 30 bulls: 100 cows minimum, and a population that has declined since the 2004 survey. Accordingly, the next allocation period calculations may reduce the Annual Allowable Harvest and the discrepancy between the current GOS harvest (and resident allocation fulfillment) and LEH harvest may be exacerbated. The GOS in these areas was reduced in 2018 from 7 to 3-days and may improve the bull numbers overall, however, the population trend in the neighbouring BVLD suggests that reducing the minimum ROA to 1 would be an appropriate measure to ensure wildlife managers can make available fewer than 25 authorizations if desired.
