Rationale: 

Aerial survey conducted in 2016 estimated 223 bighorn sheep (90% sight ability factor applied). Lamb to ewe ratio was 33:100 ewes and ram ratio was 49 rams per 100 ewes. 30% of the rams were classified as Class III rams (typically aged 6-8 years and past ¾ curl). Biologists plan to re-survey these LEH zones during the rut in 2019 to evaluate population trend and acquire population demographic information.

The primary rational for this change is to distribute hunter harvest by the creation of two separate LEH zones.

Another result of the change will also be increased hunter opportunity without increasing harvests; success rates are anticipated to decrease due to hunters being slightly more concentrated and having a smaller area to hunt. With reduced success rates more authorizations can be issued without risking increased harvest. Bighorn ram seasons are a highly desirable hunt by resident and non-resident hunters, new LEH zone would help address this issue.
