Summary of Activity: 
Westcoast Energy Inc., an Enbridge company (Westcoast), with the support of Stantec Consulting Ltd. (Stantec), is developing caribou habitat Offset Measures Plans to satisfy Canada Energy Regulator (CER; formerly the National Energy Board) conditions that were issued by Order. The purpose of the Offset Measures Plans is to offset residual effects on woodland caribou (Rangifer tarandus) and caribou habitat resulting from the construction and operation of the following five projects: • High Pine Expansion Project (Order XG-W102-024-2016) • Wyndwood Expansion Project (Order XG-W102-014-2017) • Pine River Aerial Crossover Project (Order XG-W102-030-2016) • 2BL Crossover Assemblies Replacement Project (Order XG-W102-009-2017) • Spruce Ridge Program (Order XG-W102-032-2018) These five projects overlap with critical habitat either for the Pine River Local Population Unit (LPU) or the Graham LPU of the southern mountain caribou population, which is subject to a Recovery Strategy pursuant to the federal Species at Risk Act (SARA). Westcoast has opted to combine the required habitat offset measures associated with each of the above projects into a single offset implementation program, the Caribou Habitat Restoration Project (herein referred to as “the Project”). The restoration measure proposed for the Project is a Linear Feature Restoration – Roads and Conventional Seismic Lines (“road restoration”), proposed within Bearhole Lake Protected Area (“the Protected Area”).
