Describe the nature of your proposed use: The Fraser Valley Regional District (FVRD) is responsible for inspection, operation and maintenance of the Frosst Creek Flood Mitigation Works in accordance with the Frosst Creek Flood Mitigation Works Operation and Maintenance Manual April 2008 (updated in December 2016). A Maintenance Protocol was signed between the Province of British Columbia, Department of Fisheries and Oceans and the FVRD to ensure that fish and fish habitat and the ecological functions of Frosst Creek are protected during and after operation and maintenance of the flood mitigation works. Part of the flood mitigation works includes a dike on the right bank of Frosst Creek. It is approximately 1,125m in length and extends to the apex of Frosst Creek at Lindell Beach. This portion of the dike and channel at Lindell Beach is adjacent and parallel to the boundary of Cultus Lake Provincial Park. The original 2008 Maintenance Protocol did not include an agreement with BC Parks so the FVRD could perform emergency or maintenance work on that portion of the dike and channel that is located within Cultus Lake Provincial Park. Therefore, in order for the FVRD to be in compliance, we are applying for a Park Use Permit for said works.
