Summary of Activity:
Westcoast Energy Inc., a subsidiary of Enbridge Inc. (“Westcoast”), plans to replace approximately 120 meters (m) of 30-inch diameter natural gas transmission pipeline in 2023 near Falls Lake Trail, in the Coquihalla Summit Recreation Area between the District of Hope and the City of Merritt. Right-of-way (“ROW”) and pipeline inspections programs have identified a historical land movement and a corresponding movement of a section of pipeline in this area. The ROW traverses along the slope of a ridge, and localized ground instability has resulted in movement and an increase in strain on the pipeline. While the pipeline continues to be monitored and operated safely, to mitigate any future concerns, Westcoast plans to replace the strained section of pipeline and install a geotechnical instrument so that any future land movement can be detected and monitored. The localized area of historical land movement has been assessed as stable. In order to complete the aforementioned work, Westcoast will require access along the Falls Lake Road off of the Coquihalla#5 highway and the existing 4m trail along their existing pipeline right of way. Westcoast is proposing to do the PL Replacement work this year from April - October 2023 and the exposure work in 2024. Traffic management will be set up at the parking lot and an overflow area for parking to ensure minimal disruption to trail users. Please see Parks - Management Plan for more detailed information.
