Summary of Activity:
Prince Rupert Gas Transmission Ltd. (PRGT), a wholly owned subsidiary of TC Energy,
obtained an Environmental Assessment Certificate ([EAC] #E14-06) on November 25, 2014 for the Prince Rupert Gas Transmission Project (also PRGT, or the Project). The Project is now planned to supply natural gas to the proposed Ksi Lisims LNG Natural Gas Liquefaction and Marine Terminal Project (Ksi Lisims LNG) on Pearse Island in Portland Canal, BC on Nisgaa Lands, subject to approval of an Amendment to EAC #E14-06 for the proposed modifications (the Amendment).
Approximately 12 km of the proposed pipeline route intersects the Nisgaa Memorial Lava Bed Corridor Protected Area No. 2 (the Protected Area) within the Nisgaa Memorial Lava Bed Park (the Park). This section of the Park was reclassified from provincial park status to a Protected Area when a Category 3 Park Boundary Amendment was issued by BC Parks in 2015 to allow for permitting of the Project. The Nisgaa Memorial Lava Bed Park and Protected Area are unique as they are located within Nisgaa Nation Treaty Lands and are co-managed by the Nisgaa Lisims Government (NLG) and BC Parks under the BC Park Act.
To support advancement of PRGT, studies are proposed ahead of clearing and construction activities for the proposed Project. The purpose of these studies is to collect updated data on the Protected Areas biological and physical characteristics, identify potential impacts to key values, and inform the development of mitigation measures. The following surveys are proposed along the pipeline route within the Protected Area in 2024 and may extend into 2025:
1. Land survey
2. Wildlife Habitat Feature Survey
3. Vegetation surveys to include Terrestrial Ecosystem Mapping, Rare Plant survey,
voucher sampling, and a potential pine mushroom survey
4. Freshwater Fish and Fish Habitat surveys to include fish habitat assessments and fish
sampling
